Need Help with building a deck on a wetland buffer zone?

Because of wetland buffer zone restrictions, I cannot drill any holes in the ground, nor can I fill the ground with any material. But I would still like to have a deck, what are my options. Can I build a deck without the supporting pillars going in the ground.
